Add A2A adapters for SOP and remediation seats

Summary

  • Wire SOP_AGENT_URL and REMEDIATION_AGENT_URL as their own seats (not RCA).
  • A2A message/send adapter plus honest stand-ins when URLs are unset.
  • Propose never executes; approve stays on rem HITL.

Test plan

  • pytest seat unit tests.
  • Local SOP lookup against A2A on :19001.
