Keep monitoring-agent as the sole metric detector and preserve POST /api/alerts/detection as the canonical inbound path. Remove the internal scheduler, detector algorithms, telemetry readers, control routes, scripts, and their tests. Add an inbound contract test and document the ownership boundary. Also remove the stale Dockerfile dependency on the non-installable sub-agents repository.
